These people are too jaded to care about anything but their own interests. They don’t even feel shock or fear at Julie’s powers. She’ll get nowhere with them.
I suspect the opposite side will have opposite reactions. They’ll be too passionate to listen, and may even think Julie is a Yontengu sent by the Spencers to destroy them as well as their Yontengu.
Julie’s best approach may be to the people, not the leaders, using her own community as an example of how they can work together to rebuild after the monsters are destroyed. (The monsters being the leaders, not the Yontengus.)

As for takin’ it to the streets, her best bet will be with the families of the soldiers that she witnessed being buried by rocks. “You know, your leaders KNEW that would happen. …Oh, you didn’t know? Do you want to save the rest of your children?”
I see, the “tone” argument. “Your approach is mildly unpleasant, therefore your argument is invalid.”
