On the 2nd panel, Stangor’s last “too” should be “to” instead.
Not necessarily. She said “locking me in here” and the next dialog could be taken as “transporting me to wherever you transported me _too_ ” as if it was some kind of additional infamy.
It needs a comma, then.

If you want to get information from someone, lock them in a box with a hidden recorder and they’ll talk to themselves instead of you.

Unless it was specified in the haulage contract, cargo carriers NEVER leave their hand trucks where they delivered their cargo. It gets expensive.
Could Emily be planning to transport Stangor somewhere else privately? Perhaps to another ship, perhaps not yet docked?
Emily can be devious when she deals with unreliable bad guys. Could she have already determined Stangor has a lead to the Puppy-people, which she is willing to trade to get? I can see Emily doing her own investigation to avoid complications with the GOB, though it’s not why she came all this way. And what does she have to grant that Stangor wants? Her head on a silver platter does not seem equitable.
So what’s the deal?
The cargo dolly might have been part of the ship’s equipment. I own one.
It means she’s willing to pay the $75/day fee for failure to return all of the equipment to the rental place.
(It’s actually just $70/day for the hand truck. The extra $5 is for failure to sweep out the vehicle before returning.)
